Regular Session Minutes of the Council of the City of Dora, Alabama
October 14, 2021
The Council of the City of Dora, Alabama met in the Dora Municipal Building at 6:00 p.m. We were led in prayer by Mayor Stephens. The Pledge of Allegiance was led by Mayor Stephens.
The meeting was called to order by Mayor Stephens. Roll call was taken by SuLeigh Warren. Present at the meeting were David Box, Norman Holt, Chris Edwards, George Sides, Gary Thomas, Hezikiah Walker, Jr.. and Mayor Randy Stephens. Randy Spears was absent. A quorum was in attendance.
Item #5-Approval of the Minutes -The minutes of the September 9, 2021 regular meeting and the minutes of the October 5, 2021 workshop session were reviewed. A motion was made by George Sides to accept the minutes for September 9 regular meeting and the October 5 workshop session as written. The motion was seconded by David Box. All in favor and the motion was carried.
Item #6 – Old Business –
Item #7- Bill List – A motion was made by Chris Edwards to approve the bill lists for September 23, 2021, October 2. 2021. and October 13. 2021. The motion was seconded by George Sides. All in favor and the motion was carried.
Item #8- Departmental Reports – A motion was made by Chris Edwards to approve the department reports A-G for September 2021. Gary Thomas seconded the motion. All in favor and the motion was carried.
Item #9 – Premium Pay – A motion was made by George Sides to pay each employee a $2.00 per hour premium pay for hours worked in the period between March 1, 2021 and September 30, 2021 with funds received from the American Rescue Plan Act (ARPA). The motion was seconded by Chris Edwards. All in favor and the motion carried.
Item #10 – Covid 19 Incentive – A motion was made by Norman Holt to approve a $200.00 incentive (ARPA funds) to be paid to each employee who can provide verification of having the series of Covid Shots by December 31. Motion was seconded by David Box. All in favor and the motion carried.
Item #11 – NPO Donations – Norman Holt made a motion to approve one-time donations of $5,000 each (ARPA funds) to the Mission of Hope, Backyard Blessings, City of Lights, and Forgotten Tails. The motion was seconded by Chris Edwards. All in favor and the motion carried.
Item #12 – PPE – Chris Edwards made a motion to approve the purchase of latex gloves in the amount of $1,000.00 and I 00 packages of personal protective equipment at $8.99 each for the Police, Fire, and Street departments (ARPA funds). The motion was seconded by Gary Thomas. All in favor and the motion carried.
Item #13 – Park Improvement – Gary Thomas made a motion to approve the purchase of an ADA compliant swing up to $3,500.00 and a Merry Go Round for $6,900.00 for the Park. (ARPA Funds). David Box seconded the motion. All in favor and the motion carried.
Gary Thomas made the motion to adjourn the meeting. Motion was seconded by Chris Edwards. All in favor and meeting was adjourned.
